Poker, Luck or Skill?

Part of the issue with the US stance on legalized online poker is whether or not poker is a luck game or a game of skill.
Regular poker players say it's a no-brainer, it takes skill to play and win poker. Adversaries of legalized online poker claim that chance is a more dominant factor in playing causing skill to have little to do with the play of the game.

Since the passage of the UIGEA in the United States, this question has caused quite a stir and there have been several studies to figure out exactly which answer is better. One important point to make is that you don't see players at the WSOP (World Series of Poker) playing as though they are clueless newbies just guessing their way through the game, and the process of a winning player deciding when to fold can certainly be considered a skill only issue. Though both sides make valid points to the question, it is dependent on the players knowledge and skill in the game with chance deciding which cards land in their hand.
