The US Government has Delayed the UIGEA Implementation
The Treasury Department and Federal Reserve have given permission to the financial institutions in the United States to delay their compliance with the UIGEA. They were set to take effect on December 1, but are now pushed back to June 1 of next year. The financial institutions have already stated the new rules will be difficult to implement because there isn't a clear definition of what constitutes internet gambling. The financial institutions, under the UIGEA, are required to decline payments from credit cards, checks or electronic fund transfers to settle online wagers.

Finally More Movement from Barney Frank
Barney Frank has scheduled a hearing for December 3, 2009 in front of the United States House Financial Services Committee regarding online gambling. Though the UIGEA was passed in 2006, its' implementation is to begin in less than two weeks, on December 1, 2009. Many banks have feared the order and do not feel they will have the proper methods in place for compliance. Though Barney Frank has already created a bill to at least put the implementation on hold, it is doubtful any votes will be seen before the end of 2009.
Online gambling remains a heated debate for many though it seems the Obama Administration has placed it on the back burner, upsetting the citizens that trusted Obama being elected president would finally remove the religious prejudice that caused the UIGEA to be inserted in the first place.
Two longtime opponents of internet gambling issued a letter to Federal Reserve Chairman Ben Bernanke and U.S. Treasury Secretary Timothy Geithner calling for the compliance date of the Unlawful Internet Gambling Enforcement Act (UIGEA) regulations (December 1st) to be enforced. Another Kansas City Gambler Arrested

Quote: "A federal investigation of Internet gambling sent another man to jail Monday for refusing to testify before a grand jury.
Nicholas Zicarelli became the 10th person jailed for declining to testify, his attorney, Kenneth Hensley, said at a contempt hearing in Kansas City.
Hensley said Zicarelli, 27, merely was a customer of the gambling operation that federal authorities are investigating. He asked U.S. District Judge Greg Kays to grant a two-week recess and compel prosecutors to produce evidence showing that Zicarelli was something more than a casual gambler.
“He’s a law-abiding citizen who doesn’t want to be dragged into this investigation,” Hensley said.
Zicarelli was called before the grand jury earlier this fall but declined to testify, invoking his Fifth Amendment right not to give evidence that could tend to show that he had committed a crime.
A judge then gave him immunity from prosecution, but Zicarelli persisted in his refusal. On Monday, Kays found him in contempt and ordered Zicarelli jailed for up to 18 months or until he agreed to tell what he knows to the grand jury.
Assistant U.S. Attorney Paul Becker said the grand jury had a right to hear evidence about violations of U.S. laws.
“A law-abiding citizen has to make a decision,” Becker said. “Do I obey the law, or do I protect my bookmaker?”
A football and baseball standout at St. Pius X High School in the late 1990s, Zicarelli was honored by The Kansas City Star in June 2000 as the Boys Small-Class Athlete of the Year. He helped the Warriors win three state championship rings during his high school career.
He later attended Avila University, graduating in July 2004.
After the hearing, Zicarelli’s father, Anthony Zicarelli, confronted Becker in a courthouse hallway and challenged him to investigate more serious crimes.
“It’s amazing how much power you have to destroy my son’s life,” Anthony Zicarelli said. “You’re putting all these young kids in jail.”
Ann Bennett, a friend of the family, accused Becker of profiling Italian Americans in the gambling investigation.
“He’s obviously let the power go to his head,” Bennett said. “I don’t appreciate my tax dollars going to someone with ego. I want it spent properly.”
Becker listened to the criticism without comment and returned to his office.
Kays jailed three other men under similar circumstances in August.
While Zicarelli asked that his hearing be open, most of those going to jail have asked for closed hearings. That is permitted because the hearings pertain to secret grand jury matters.
Those jailed for refusing to testify could be released earlier if the grand jury completes its inquiry, if they decide to testify or if the jury completes its term, officials said."

Internet Gambling Regulation
A Joint Committee on Taxation analysis released on October 29, 2009 by Rep. Jim McDermott (D-WA) states that regulating internet gambling would generate nearly $42 billion over the next ten years. The analysis is based on the provision of a federal license for operators that would allow them to offer online gambling throughout the United States, while maintaining existing prohibitions on any form of sports betting.
House Committee on Financial Services Chairman Frank has announced his intent to hold a hearing and markup in the coming months on his legislation, the Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 (H.R. 2267). Since its introduction in May, a bipartisan group of more than 60 co-sponsors has signed onto the bill.
"This analysis further reinforces the fact that a regulated environment will generate billions in new revenue to offset the costs of health care reform or other vital government programs," said Michael Waxman, spokesperson for the Safe and Secure Internet Gambling Initiative, a group which promotes legal online gambling.
"With the completed analysis, and support for Internet gambling regulation growing daily, it’s only a matter of time before Congress acts and begins allocating the billions in new revenue sitting on the table to one program or another," Waxman added.

Kansas Casinos, Will they Happen?
A Kansas City proposal asks for a casino overlooking the Kansas Speedway, the NASCAR track already at the center of a tourist area of dining, entertainment and retail shopping. The $521 million project is being pushed by the speedway's parent firm, International Speedway Corp., and Penn National Gaming Inc., of Wyomissing, Pa. The two companies had been competitors though have now joined forces in this venture.
The Kansas Lottery Gaming Facility Review Board isn't sure whether or not they want to continue with the proposal because they are unsure of the economic gains and whether or not the economy plays a part in what would currently be expected for revenue should the plans be approved.
Another casino on the table is planned to be built south of Wichita, called the Chisholm Creek Casino.
Part of the issue is whether or not hotels need to be built as a priority seeing as the board believes the casinos must be tourist attractions to boost the economies. The Speedway group for the Kansas City casino planned on having the casino opened by 2012 and construction on the hotel to begin in 2014. The Chisholm Creek representatives claimed there is already a hotel in the area so there wouldn't be an urgent need for the casino to have it's own at opening.
If either plan is rejected, it means the board can expect to be inundated with new proposals.
